资源枯竭地区发展接续产业是经济主体理性选择的结果,是在一定条件下使产业转换成本最小化的结果,并不是脱离经济现实的猜想,也不是随意可以照搬的赶超战略的实践。而是根据资源枯竭型地区所面临的初始条件,重新利用现有各类资产选择产业转换成本最小化的产业发展,以尽量减少产业转换成本。

Developing continuous industry in exhaustible resource areas is the result of the rational selection of economic main body, as well as that of the minimization of industrial switch cost under certain conditions, rather than the supposition deviating economic reality and nor the practice of random copy of 'overtaking' strategy. Developing continuous industry, aimed at reducing the industrial switch cost, is to re-utilize all the existing assets and develop industries of minimal industrial switch cost according to the initial conditions of the exhaustible resource areas.
