A Comparative Study of Branches of Foreign Banks and Foreign Corporate Bodies and Suggestions for their Supervision

总体上看,外资银行在我国运营平稳,下一步面临着更大的发展机遇。但从结构上分析,外资银行在我国的发展出现了严重的不平衡,在华外资银行分行与外资法人机构无论在资产规模和质量、经营理念和管理水平、风险控制上都存在相当的差距,而且两者之间的发展差距正在逐步拉大。当前应从调整现行外资银行的引进思路、缩小外资银行分行和外资法人机构的政策差别、高度重视新时期外资银行的参股进入模式、完善外资法人机构的公司治理结构等方面来加强对我国外资银行的监管。

Overall, foreign banks operate smoothly in China and face even greater development opportunities in the future. However, in terms of structure, their development in China is severely unbalanced: there is a big gap in capital size and quality, management conceptions, management levels, and risk control between branches of foreign banks and foreign corporate bodies in China, and the gap is gradually expanding. At present, the supervision of foreign banks should be tightened by readjusting foreign bank introduction policy, narrowing the policy gap between branches of foreign banks and foreign corporate bodies, paying great attention to the entry mode of stock holding by foreign banks in the new era, and perfecting the governing structure of foreign corporate bodies.
