《巴黎原则》——中国国家人权机构改革之借鉴

National Institutions for the Promotion and Protection of Human Rights:Reference to human rights institution's reformation in China

国家人权保障机构是一个国家人权保障的基石,联合国对各国人权机构的建设赋予极大的关注,并通过了《巴黎原则》,为各国建立本国人权机构提供了参考标准。中国国家人权机构在过去几十年间发挥了重大作用,但仍存在一些不足,在某些方面也不符合《巴黎原则》的标准。为使其能够适应未来人权工作发展的形势,在人权保护上发挥更大的作用,有必要借鉴《巴黎原则》的标准对其进行改革。

National human rights institutions are fundamental guarantees for the human rights protection in a country. The United Nation has drawn great attention to the development of these institutions by establishing National Institutions for the Promotion and Protection of Human Rights, which can be taken as a criterion by every county. The National Human Rights Institutions of China played an important role in protecting human rights in the past several 10 years. However, there still exist some problems. Reforming work in the development of human rights protection in China needs to consult the National Institutions for the Promotion and Protection of Human Rights.
