摘要
概述国际民航组织根据国际民航公约第44条“发展国际航行的原则和技术,促进国际航空运输的规划和发展,以保证全世界国际民用航空安全地和有秩序地增长”的职责,在未来航行系统(FANS)专门委员会中,经过从概念到技术方案的设计阶段(FANSI),从方案论证到发展全球过渡计划的定义规划阶段(FANS Ⅱ),认识到现行陆基系统的局限性,提出了以应用卫星技术为特征的通信、导航、监视和空中交通管理(CNS/ATM)的全球系统方案。
The CAAC has set up a leading group, implementing office and advisory expert group for CNS/ATM implementation. The implementation policy specifies: air-ground communication and surveillance for ocean routes and western area in China will be solved by communication satellite and CAAC's ground station with ADS/GPS/SAT format ; satellite communication will be used for transmitting radar data in China's eastern area ;a VHF data link network will be set up for transmission and exchange of ATC /AOC /AAC data ; GES ground stations for AMSS will be built; ACARS will be used for the early-stage ATM and the current technology and system will move to OSI standard ; GNSS will gradually be used as the main navigation measure for route, terminal, non-precision and precision approach and landing, and research on GNSS Cat. Ⅰ and Ⅱ/Ⅲ will be performed with technical cooperation ; WAAS stations will gradually be built; the RNP concept will be introduced for defining more flexible routes; the development of MLS will drop ; the automation of ATS flight plan processing and flow control will be studied and tested .
