建设项目环境管理存在的问题及其对策

Existing Problems and Countermeasure of Environmental Management on Construction Project

通过对建设项目环境管理现状的分析,针对目前建设项目环境管理上存在的,未将总量控制作为管理核心,与区域环境保护目标、环境承载能力相脱节,环境影响评价总体水平不高,以及管理上缺乏一定力度等主要问题,提出了以环境可承受为核心,以排污总量控制为目标,以区域环境影响评价为重点,从加强环境影响评价管理入手,进一步完善建设项目环境管理,切实控制新污染的若干对策措施。

Through analyses on environmental management of construction project and in the view of major existing problems, it pointed out that there have not been put total amount control as the core of management and the gap between the target of regional environmental protection and the loading capacity of the environment, so that the quality of environmental impact assessment is not so good. The paper put forward the countermeasures by taking total discharged amount control as target, regional environmental impact assessment as emphasis, and starting from strengthening management environmental impact assessment and perfecting environmental management of construction project and control of new pollution sources actully.
