本文通过对现行管理体制及其存在问题的分析，利用层次分析法论证了改革冷藏运输管理体制是扭转冷藏运输局面的关键，并提出了改革方案．

In this paper, through analysis of the present management system and its problems by means of the Analytical Hierarchy Process, we proved that the reformation of the management system is the key step for changing the present situation of refrigerated transport,and put forward a programme to the reformation of the system.
