中国西部系指位于兰州以西的甘肃、青海省和新疆、西藏自治区，该地区与多国接壤，并有丰富的矿藏资源，具有极其重要的战略地位。开发西部关键在于发展铁路，必须远近结合、平战结合、通盘规划、本末并举，逐步修建青藏线、青新线、完成南疆线二期工程、修建奎屯—阿勒秦铁路和通往长江流域的南路捷径。

This region is bounded by many nations, and has rich mineral re sources and very important strategic location. The key to the development of the west is to develop the railway according to overⅡ plan. The Qinghai-Tibet Railway, Qinghai-Xinjiang Railway should be built. The second phase of Nanjiang Railway should be completed. The kuitun - Aletai Railway and the Southern shortcut to the Yangtze River basin should be built.
