摘要
为解决我国铁路建设资金由国家单独承担难以适应经济发展需求的问题,应当在改革现行建路投资办法的同时,跳出传统模式另辟资金的新来源。对没参与建路投资,但有明显得益的沿线某些行业,应立法索回得益部分一定比例的补偿。建议先选点试行此法,取得经验后再推广。
t will be very difficult to meet the needs of economic development, if the construction funds of Chinese railway is solely invested by the central government. In order to solve this problem, new sources should be explored while reforming the current investment method. Regulations should he formulated to demand compensation of a percentage of the profits achieved by those lines of business with obvious benefits along the railway, which have not invested in rail way construction. The paper suggested several points be chosen to try this method, and after experiences are achived, to further implement.
