摘要
本文总结了我省科研院所在内部体制改革、人员分流、推动科技成果转化等方面取得的成绩,指出了存在的观念陈旧、机制不活、科研经费不足、成果转化率低、体制不顺、队伍不稳等问题,提出了加快科研院所体制改革的调整科技结构、创办科技经济实体、加大科技投入力度等的对策与措施.
The authors conclude successes of scientific research institutions in Qing-hai Province as internal system reform, personnel seperation, Scientific and technical achievement transimission, indicate extant problems as outmoded notion, deficient scientific research funds, low achievement transimission ratio, disadvantage system and shakable staff, put for-word countermeasures and steps on adjusting scientific and technical structure, establishing economic unit of science and technology, enhancing strength of scientific and technical input to quicken the scientific research institutions system reform.
