本文简要回顾了我国造纸工业的现状和亟待解决的主要问题，着重介绍了山东省泰安市集中制浆项目的背景和设想，进而提出了我国草浆生产和污染治理的新路子。

In this paper the status of our paper industry and the key problems to be solved urgently are reviewed.The background and overall ideas of the centralized pulping project of Taian city, Shandong province are introduced emphatically. Furthermore a new way of straw pulp production and pollution management in our country is put forward.
