A. noticeable success of modern processing techniques in steelmaking and hot rolling in order to acquire weldable HSLA steel with high toughness is described from the strategic viewpoint. The challenge to traditional conceptof Ceq. HW (carbon equivalent value ) is stated. The increase in steel toughnesscould make the design reliable,simple and economical.
