摘要
本文运用层次分析方法，探讨了在社会主义市场经济的新形势下，高等院校应如何制定自身的科研发展规划，并给出了模型。
The gradation analytical method is used in discussing the planning of scientific research development in universities under the new situation of socialist market economy. A plan model is presented here.
