摘要
综合评价指标体系建立及评价方法的选择是综合评价工作的中心环节。在前人研究成果基础上，提出了一套较为完整、实用的指标体系的建立方法，并提出了评价方法的选择原则．指出了当前综合评价工作中尚待研究的问题。
The key to process a comprehensive appraisal,is to construct an Index system and select a proper appraising method. This paper puts forward a practical method to construct indices and their weights,discusses, the principle of appraising method selection and the problems need to solve in the field of comprehensive appraisal.
