The paper has discussed a complete proof of the theory that the normalized HADAMARD matrix of order n=4f(t≥2) is equivalent to a (υ,k,λ) -configuration with parameters υ= 4t-1 ,k = 2t-1,λ=t-1. The algorithm of (υ,k,λ) difference set and 2'(n≥1)order HADAMARD mairix has also been discussed.
