市场经济条件下中国城市住房的需求与供给──房地产市场理论研究之二

摘要 中国城市住房的供给与需求自从建国以来一直实行的是福利制度,在这种制度下,城市住房的需求处于一种无序的、非理性的需求,住房供给也处于一种只有投入没有产出的资金单方面供给状态。这种制度所造成的基本经济问题就是形成一种矛盾现象:一方面有大量的城市住房积压,另一方面却有大量的城市住房困难问题。随着市场经济发展,中国的城市住房需求将发展成以经济因素为主要因素的理性需求,住房的供给也将发展成为以资金的合理循环为基础的、可以有产出的经济行为而不再是一种政府行为。 The demand and supply system of urban housing stocks in China has been being carried out the welfare policy since the establishment of China. Under this system,the demand of urban housing has been being in the irrational condition,and the supply of urban housing has been being left at a situation of one-way capital circle in which there is input only but out-put.The basic economic problem made by this system is a contrarary phenomenon:there exist agreat number of overstocked urban housing when there exist a lot of households in serious condition of housing shortage at the same time. With the development of market economy,the demand of urban housing in China will transfer irrational demand to rational one,and the sup-ply of it will be also changed into a kind of economic activity based on rational capital circling and with rational output rather than a kind of governmental activity.[
