“协调发展适度超前”是邮电通信的战略方针

以系统论、产业结构和资源优化配置理论为指导，从宏观和微观两个方面对邮电通信发展必须协调发展、适度超前问题，在理论上作了深入论证，并通过翔实的数据作了实证性分析。分析结果表明，邮电通信的协调发展、适度超前不是权宜之计，而是长期的战略方针。所得出的协调、超前的结论性比例系数可为通信发展提供科学的参考。

Under the guidance of system theory and the theory of industry structure and resources optimum allocation,the development principle of post and telecom- munication,that it must be moderately getting ahead of and in concerted with the developing,is demonstrated deeply in terms of theory both macroscopically and microscopically.Proof analysis has been made through real data. The ana- lytic rexult shows that“moderately getting ahead of and in concerted with the developing of post and teleconmmunication is not an expedient measure,but a long-term strategic principle.The obtained conclusive proportion coefficient of “concerted-to-leadoff”may be offered as a scientific reference for post and telecommunication development .
