Based on the example of Shanghai urban planning and its implementation, this paper discusses the direction and contents of research on motive forcc of urban devclopment and its fundamental aspects and affection, expounds the relationship between urban planning and urban policy, points out the method of how urban planning grasps the relationship between urban practical condition and possibility of future development, and the way to rcalize their good relationship.
