摘要
从气象服务部门的服务潜力尚未充分释放的现实出发，提出了当前管理中突出的问题。指出新型的事业结构需要有新型的管理模式；分析了形成新型管理模式的两个基本条件：生产必须形成一定规模，管理主体的职能转变及其制度化和法规化；同时，还着力讨论了生产资源的配置关系、经济利益的分配关系等内部机制建设的问题。
ABSTRACT That new type of institutin constructure needs new mode of management is is pointed out．Twobasic conditions forming new mode of management are analysed ： Production must own a definite scale ，and the functions of the main body of the management transform, systemize and regulate.
