随着企业股份制改造工作的不断深入，一个突出的问题也表现出来。即对经营者监控力的弱化。处理好这个问题，关键在于能否找到一个合理的监控者。国有资产管理者并不能胜任这个角色，因为它与生俱来的弱点决定了它并不能阻止和隔绝以往的政府＂乱干预＂现象。经营者也不可能无条件地自觉负起国有资产有效运营的责任。真正能履行监控责任的只有企业职工及其代表。国家可以将国有资产对企业职工实行全员租赁。

The crux of dealing well with this problem is whether you can find a reasonable supervisor. The supervisor of state-owned assets can not suit to play the role ,for its inherent weakness determines that it can not prevent and isolate the previous'disorderly intervention''from government.The managers can not also take the responsibility for efficient operation of state-owned assets unconditionally. Only the workers of enterprise and its delegates can really fulfill the supervisory duty. The state can use the way of leasing by the staffs of enterprise with stateowned assets.
