摘要
本文在对上海、北京等地１２４家企业进行问卷调查的基础上，分析了制约我国企业技术创新的障碍因素，并提出了若干政策措施．
In view of investigation for 124 enterprises in Shanghaio,Beijing,ect.,this article analysed the obstruct factors for the enterprise innovation d China,and putted forward some policy proposals.
