“百年大计,质量第一”是建筑业的方针。建筑产品是综合产品,其质量问题具有极端的重要性。提高建筑劳务人员的素质是搞好工程质量的重要保证,也是确定建筑施工企业资质的重要条件。加强对建筑劳务人员的技术培训和考核,实行持证上岗制度是当前必须解决的迫切问题。在建筑市场激烈竞争中,不能背离价值规律,要实行优质优价政策,改变盲目压价承包的现象,避免给建设工程留下后患。

The guiding principle for construction is that capital construction projects are to last for generations, and call for good quality above everything else. The construction 'product' is a kind of unified one, therefore, the quality of the product is the most important of all. It is a guarantee to raise the quality of construction labour in order to obtain the best strutures, which is the important requirement to estimate the grade of a constructive enterprise. So strengthening the training and assessing of the labour, and putting into effect the policy of certificate -holding working are the prollems to be solved presently. In today' s intensely competitive construction market ,the law of value should be abided by, and the policy that the high grade be given higher price should be put into effect in order to get rid of the phenomenon that the contract is often offered to the contractor who can quote lower price, and avoid leaving future trouble.
