摘要
没有水的可持续利用和保护,社会经济的持续发展就不可能实现.本文基于这一认识,提出了必须在我国建立水工业2000年和2010年战略目标,以及实现这一目标的途径和“九五”期间的对策、主攻方向、关键技术与措施等.
The continuous development of social economy will be impossible if no sustained utilization and conservation of water resources are supported. Under this premise the necessity to establish strategical goals of water industry in 2000 and 2010 for this country, the way to achieve this goals and the measures, main directions and key technical actions are proposed in this paper.
