FAA Pursues "Free Flight

FAA既积极又稳妥地推行“自由飞行”这一全新的空中交通管制(ATC)概念,使驾驶员在仪表飞行条件下有更多的自由选择航迹和航速.但自由飞行并不意味着驾驶员可以随心所欲地飞,而是在空中交通管制的监控之下。

The FAA's 'Free Flight' concept would allow pilots to operate the flight without specific route, speed or altitude clearances. The pilots would only be restricted when there is a conflict with another aircraft, traffic density at busy airport and airspace for special use, or controllers issue limits due to safety of flight. Under the new concept, responsibility for safe aircraft separation will eventually be shared between pilots and controllers . The role of controllers will shift from controlling to monitoring flights . New equipment will have to be added for pilots and controllers and procedures developed to accommodate both the tightly controlled and flexible aspects of free flight.
