摘要
乌拉圭回合服务贸易多边谈判,经过长期艰苦的努力,终于达成协定。该协定为国际服务贸易的发展,创立了各缔约国可共同遵守的国际准则,促使各缔约国对服务市场的保护与贸易对立转向互相开放和合作。协定既照顾了发达国家的权利,也重视发展中国家的利益。我国的服务业还比较落后,必须大力提高其竞争能力,在积极稳妥、有条件地开放我国服务市场的同时,还应大力组织我国服务贸易的出口,鼓励我国多种经济成份的参与,并加强立法和培育人才的工作。
An agreement of service trade has been reached at Uruguay Round after long period of great efforts. To develop international service trade, this agreement establishes an international standard for all contracted parties and enable their shift from protectionism and antagonism of service markets to mutual access and co-operation. It takes account of the rights of both the developed and developing countries. Owing to the comparative backwardness of its service trade, China should increase its competence of competition and open up its service markets step by step. Meanwhile, attention should be paid to its exportation of service trade, involment of various economic sectors, legislation covering this field, and education of more qualified personnel
