摘要
我国柴汽比低的问题日趋严重,汽油生产大于需求,柴油进口量迅猛上升,由此造成巨大的经济损失。对世界各地区油品消费柴汽比的特点的分析表明,由于柴油的使用在许多方面优于汽油,故世界多数国家柴汽比都较高,而且柴汽比随国家的经济发展速度和油品消费的增长速度的加快而上升。因此,根据我国的国情,提高我国炼油厂和市场的柴汽比水平已势在必行。解决此问题的关键在于制定合理可行的宏观调控政策,包括缩小汽柴油价差,调整炼油厂的汽柴油产品结构,限制汽油进口和有计划地进口柴油等调节措施。

The low diesel-gasoline ratio is becoming an increasingly serious problem in China. Gasoline production currently exceeds demand, while diesel imports are increasing rapidly, with resulting major economic losses. Analysis of diesel and gasoline utilization in other countries reveals that diesel has many advantages over gasoline; the diesel-gasoline ratio in many countries is relatively high, and increases with the speed of economic development and as oil products consumption rises. It follows that it is essential for China to raise its diesel-gasoline ratio in both refineries and the market. The key to the problem is the implementation of reasonable and practical macro-regulation policies, including reducing the price differential between gasoline and diesel, adjusting the product structure of gasoline and diesel in refineries, exerting control of gasoline imports, and importing
