Russian Energy Strategy Emphasises Development of Natural Gas Industry

俄罗斯天然气的探明储量占世界的30％以上,储量高度集中在20个特大气田中。俄罗斯发展天然气工业的策略是:在地质勘查方面,把力量集中在近期内能够开发利用的地区;在生产方面,近期计划开发亚马尔半岛、巴伦支海和萨哈林半岛大陆架上的气田,计划到2000年天然气产量达到7350～7550亿立方米,2010年达到8200～8600亿立方米;在供应设施方面,新建大型输气系统,改造和更新现有管线设施以及建设地下储气系统;在资金方面,调动一切可能的资金资源,把吸收外资作为今后融资的方向;在管理方面,保持国家的控制力和一定的垄断地位。另外还有,依靠科技进步发展天然气工业;保持国家对天然气价格的控制;寻求对外合作,实现技术改造和设备更新,提高天然气的使用效率。

Russia's proven natural gas reserves, concentrated in twenty giant natural gas fields, account for over 30% of the world total. Russian natural gas development strategy is as follows. Geologic survey will focus on those areas that can be readily developed and utilized. Annual natural gas production will increase to 735-755 billion cubic meters in the year 2000 and 820-860 billion cubic meters in 2010 through development of natural gas fields in the Yamal peninsula, the Barents sea, and the continental shelf of the Sakhalin Islands. Large natural gas transportation networks and underground storage facilities will be built, and existing pipelines refitted and upgraded. All potential capital will be mobilized, and attracting foreign capital will be utilized as a means of financing in the future. With respect to management, state control and a certain amount of monopoly will be maintained. In addition, Russia will develop its natural gas industry through scientific and technological progress, maintain state control of natural gas pricing, seek foreign cooperation, implement technological transformation and equipment upgrading, and improve the efficiency of natural gas utilization.
