１９９４年１～９月我国纸板完成产量１２６７万吨，比去年同期增长１０．１３％。２０００年全国纸板产量初步规划为２７００万吨，平均每年递增６．２％，人均消费水平为２４公斤。２０１０年产量达４０００万吨，每年平均递增４％，人均消费量为３２公斤。调整原料结构，逐步提高木材在造纸原料中的比重。１９９２年木浆比重１２．５％，２０００年规划达到１８％，提高产品质量，代替进口；重视企业经济规模，加强污染治理工作，进一步利用外资。
