UNEP with Marine Environmental Protection

联合国环境规划署（ＵＮＥＰ）是联合同负责全球环境保护的协调机构。自１９７２年以来，ＵＮＥＰ以全球海洋环境保护为重点工作之一，通过制定和实施区域海洋环境计划，开创了“大海洋环境保护”的新纪元。本文概略性的介绍了ＵＮＥＰ的基本框架，详细论述了ＵＮＥＰ与政府间海委会（ＩＯＣ）共同合作在海洋环境保护领域内的工作：控制陆基污染源；制定区域海洋环境计划；海洋污染监测、评价和控制；海洋环境健康状况评价。同时也宏观预测了我国海洋环境保护与ＵＮＥＰ的合作前景。

Abstract United Nations Environmental Programme(UNEP)is a coordinating body withinthe United Nations system,responsible for the global environmental protection. Since 1972,UN-EP,through formulating and implementing regional marine environmental programme,has beenconcentrating on global rnarine environmental protection as one of the important tasks,and creat-ing the new era of“Large Marine Environmental Protection”.The basic framework of UNEPhas been briefly reviewed in this paper.The following programmes:controlling the land-basedpollution sources;formulating regional marine environmental programme;marine pollution moni-toring,assessment and controll;and assessment of marine environmental status coordinated withInter-governmental Oceanographic Commission(IOC )in the marine environmental sector,havebeen discussed in some detail.Finally,the future coorperation with UNEP in marine environmental protection has also been predicted.
