从品种对社会的贡献、育种者和其所在单位应享受的权益等方面，论述了农作物品种权益保护的必要性和紧迫性，强调了要通过立法、规范种子市场、国家扶持农业科学研究等多条途径，保护育种工作者及其单位的利益．
Focused on varieties contributing to
society, breeders and their units being rea-sonable in enjoying their rights,the necessity and
urgency of protection of crop variety rightsare put forward,and protecting crop variety rights by
means of legislating,standardizing seedmarkets and supporting agricultural scientific research
from the nation is also suggested.
