企业要成为投资主体，必须具备三个条件：要具有自主筹融资的能力；要有投资决策权；要独立享有投资收益并承担投资责任和风险。为此，要改革企业产权制度，建立健全企业投资动力机制和风险约束机制，实现投融资运行机制市场化。

For enterprises to establish the master status of investment,to possess three conditions is necessary,i.e, the capacity of fund raising autonomously;the policy making authority of investment; possess independently the income for invest-ment and assume the responsibility and the risk for investment.Therefore,it is nec-essary to reform the system of property right,to establish and perfect the motive power function and risk restrain function for enterprises investment,to achieve mar-ket system for investment and fund raising function.
