摘要
无规则排放废气由于无法准确监测和计量,此项排污费的征收尚处于“无规则”状态.采用“环境欠量补偿经验系数法”对其进行探讨,探索出切实可行的征收办法.
Because there have no better ways to monitor and measure the irregularly discharged waste air accurately. this kind of pollution charge levying method is still in irregularly state. Using Environmenttal Balance Compensation Empirical Factor in the study, we can probe a feasible levying method.
