环境影响评价被认为是协调工业决策过程中环境与发展关系的行之有效的手段之一.我国环境影响评价制度执行中存在问题,其原因在于缺乏环境意识、环境保护部门与工业决策机构之间缺乏协调以及缺少对环境影响评价实施后的再评价等.为完善我国环境影响评价制度,建议:强化环境意识,加强环境保护部门与工业决策机构之间的协调以及建立回顾评价制度等.

EIA was regarded as an effective measures to coordinate the relationship between environment and development in industrial decision. There were problems in the EIA system in China. The reasons were lacking environmental consciousness , tacking coordination between environment protection units and industrial decision organization, lacking the re-assessment to the EIA, etc. al. In order to perfect the EIA system, it was suggested to strengthen the environmental consciousness, to strengthen the coodination between environmental proction units and industrial decision organization and to set up re-assessment system.
