Environmental Conflict Analysis and its Application in Environmental Planning and Management: Siting of Public Facilities

以有害废物处理设施选址为例，对如何处理公共设施选址中的环境冲突进行了较深入的探讨，提出了该问题的解，讨论了解的存在性、唯一性、Ｐａｒｅｔｏ最优性和公平性以及防止信息虚报的有效性，并对２类更复杂的选址冲突进行了讨论，提出了解决的基本思路。

Siting of hazardous waste treatment facilities wasexemplified to make an in--depth discussion on how to deal with the environmental conflicts occurred in siting public facilities (or those not in my backyard), to identify the possible solutions to this problem, and to discuss the existence,solitarity, Paretp optimality and fairness of a solution, as well as the validity of preventing falseinformation from being reported. On this basis,tow .kinds of more complicated conflicts in sitingwere discussed and the basic considerations thatshould be taken to develop a solution were suggested.
