沈阳市推行大气排污许可证制度的技术路线是点面结合全方位控制，即对重点污染源的控制与区域性的总量控制，简要介绍了推行这一技术路线的思路和试行结果。

The technical route to implement air pollutant emission permit system in Shenyang is over-all control combining point with non-point.The point control is to control total air pollutant emissionsof heavily polluting sources and non-point control is to control the overall regional air pollutant emissions. This paper also briefly introduced the implementation results.
