我国农业劳动力转移的多元化模式及其政策选择

８０年代初，关于农业劳动力转移问题，我国提出了＂离土不离乡＂就地转移的模式。从十多年来我国农业劳动力转移的轨迹看，除了按照＂离土不离乡＂就地转移的模式转移了大批农业劳动力外，我国农业劳动力还发生了另一种形成的转移，即＂离土又离乡＂的转移。其中又可划分为区域内转移和跨区域转移。现阶段我国已形成了多元化的农业劳动力转移模式，这是由政治、经济、文化等多种因素共同发生作用的结果。各种模式各有短长，应坚持多种模式并存的方针，按照不同模式的不同适应性，采取相应的政策。

in the early 1980s about the problem of the transfer of agricultural labour, our set forth a transfer model of leave land without leave the rural. As far as the transfering path of agricultural labour in the past more than decade years. it has taken another form, that is, leave land and leave the rural as well, which can be divided into transfering in the native and out the native, besides the model of leave land without leaving the rural. ln the present stage a multiple model of agricultural labour has been found in China, this is the result that different kinds of politics, economics and culture and so on together playins a part at the some time.Each model has it own merits and shorts, so we insist on the principles allowing various model together at the same time. According to the different adaptation of different model, we should take the appropriate Policy.
