Globalization and the Structural Risks Faced by the Chinese Model of Economic Development

摘要经济社会学,特别是其中的制度学派,在美国90年代以来的发展,为我们分析当今中国经济面临的局面提供了一个有力的视角。从宏观制度的层面来看,全球化的过程是一个国际金融与贸易秩序发生重大变化的过程。布雷顿森林体系的崩溃,由固定汇率向浮动汇率的转变,以及资本跨国界的自由流动,不仅为中国的发展提供了有利条件,也为中国经济发展模式制造出四个结构性条件,即出口严重倚赖美国市场、资源与能源利用的严重非经济性、GDP严重倚赖出口,以及以廉价劳动力为基础的比较优势造成的社会不稳定因素。如果中国在强大的外部压力下实现浮动汇率和开放资本账户,如果出现美元危机,都有可能使中国面临出现经济泡沫并由此造成的社会不稳定的风险。 Recent development in economic sociology, especially its institutional perspectives, provides us with an insightful perspective to analyze the current situation of the Chinese economy. From the macro-institutional perspective, globalization exemplifies profound changes in international monetary and trade regimes. The collapse of the Bretton Woods system, the shift from the fixed exchange rate to the floating exchange rate, and the free movement of capital across national boarders not only have brought favorable conditions for China's economic growth, but also created four structural conditions via the Chinese model of economic development, including the serious dependence of Chinese exports on the U.S. market, the conflict of interests with other countries resulted from the consumption of resources and energy, a high GDP-trade ratio, and the potential of social instability resulted from the policy of using cheap labor as the basis of comparative advantage in international trade. If China adopts the floating exchange rate and opens its capital account, or if the dollar crisis occurs, China will face the risks of economic bubble and resulting social instability.
