北京卫星城发展的现状、问题和对策建议

Current Situation, Problem and Countermeasure for the Development of Satellite Towns of Beijing

北京的卫星城已经具备一定规模,分担主城区功能的作用逐步提高,产业支撑力、辐射力和带动力有所增强,但也存在一些问题。本文就此提出对策:构建参与区域中心城市大循环的“主题产业城区”;培植卫星城支柱产业体系,加快卫星城工业化进程和城市基础设施建设;适应逆城市化趋势,适当分散部分中心城区职能;创新卫星城组织模式和体制;把卫星城作为京郊城市化的龙头,通过制度创新促进其发展。

The development of the satellite towns in Beijing has stepped into a new stage, playing an important role in par-taking the functions of the primary urban areas, and in fueling the growth of various industries. However, some problems still exist. In this paper the authors propose the following countermeasures： firstly, urban areas characterized by major industries should be built. Secondly, a system of pillar industries in satellite towns should be built to fuel the industrialization and infrastructure construction. Thirdly, following the trend of de-urbanization, the satellite towns could share some functions of the primary urban areas. Fourthly, some innovations should be made in organization patterns for satellite towns. And finally, the satellite towns should take the leading roles in the process of urbanization through a way of system innovations.
