Promoting the Socialized Management and Service of Retirees in Beijing

本文根据社会调查的实证资料,描述北京市企业退休人员的管理服务状况,分析推进社会化管理服务进程可能出现的主要问题,探索推进这一工作的思路和对策。调查研究的结果显示,企业退休人员享有的统筹外项目越少,越规范,管理的成本越低,越容易实现社会化管理服务。必须尽快研究如何把一些统筹外项目转化为统筹内项目,或者精简并规范统筹外项目,或者把统筹外项目交由商业保险公司进行市场化运作。否则,企业就无法摆脱退休人员统筹外费用和管理事务的沉重负担,社会化管理服务工作就难以全面深入推开。

Based on the survey data, the paper provides a description of the condition on which retirees of the enterprises are managed and served, and analyzes on major problems of promoting the socialization of management and service. The paper also puts forward the means and countermeasure advance the task. In order to realize the socialized management and service, we should investigate how to convert the outside-plan welfare items into inside-plan welfare items, how to reduce and standardize the outside-plan items, and how to realize the commercialized operation of outside-plan items as soon as possible.
