Breaking Moral Bottleneck in Administrative System Reform

制度主义学派从正式制度分析走向非正式制度分析,意在提供一个能更全面、更深刻洞悉制度变迁和社会发展的动力模型。行政道德作为典型的非正式制度,具有正式制度无可替代的管理性价值。众所周知,改革开放以来的行政体制改革一直在艰难中负重前行,究其原因之一,乃道德功能的严重弱化。行政改革要取得突破性进展,必须发起一场旨在突破“道德性瓶颈”制约、重建政府道德威望的“行政道德再造”运动。

Institution school develops from formal institution analysis to informal institution analysis, which provides dynamic model to understand institution change and social development thoroughly. As a typical informal institution,administrative moral has important managerial value. As we know, administrative system reform precedes slowly,partly because moral function has not play a role in it. In order to get breaking development, we must make an administrative moral reinvention to break moral bottleneck and rebuild government moral prestige.
