The livestock industry is an important part of the national economy system, and becomes a pillar industry in agriculture and rural economy. To increase its returns through improving quality,the scientific development view must be set up. Based on deep analysis of the opportunity according to the scientific development view, the thesis puts forward specific suggestions to increase the livestock industry＇s returns through improving quality, such as planning the industry,readjusting its structure,raising the quantity of the livestock products, building up the livestock product safety supervision system, and actualizing the combination of the reasonable exploitation and utiligation and sustainable development of grassland resources.
