当今世界各国的贸易政策各不相同。正确认识当今各国对外贸易政策的性质和动机，才能正确定位中国的贸易政策。我国在人世后，对外经贸要有较大的发展，就需要一种创新的贸易管理体制来支撑，如果制度不创新，发展成本就大．也难以持久。反之，我国对外贸易就能以较小的代价得到持续的发展。管理贸易应是一种可行的制度安排。

The trading policy of different countries in the world varies greatly. Proper understanding other nations' foreign trading policy and their motives can help us make our country's trading policy. Entering WTO, we need a new managing system for foreign trade to develop our national foreign economic and commercial trade. Without policy reformation, the development cost will be increased. Otherwise, our national foreign economic and commercial trade will develop sustain ably at a low cost. Managing trade can be a feasible alternative.
