论修订长江流域综合利用规划的必要性

On the necessity of revision of Comprehensive Utilization Plan of the Yangtze River Basin

长江是我国第一大河,流域面积180万km2,不到全国陆地国土面积的1/5,却养育了全国1/3的人口,生产了全国1/3的粮食,创造了全国1/3的GDP。长江流域淡水资源总量9958亿m3,可开发水能资源2.56亿kW,干支流通航里程5.7万km,分别占全国的36.5%、48%和52.5%。流域内丰富的水资源及其它资源,为经济发展提供了有利条件。1990年经国务院批准的《长江流域综合利用规划简要报告》在长江的治理开发保护中发挥了积极的作用,但随着社会经济的发展和对治江认识的提升,简要报告其自身存在缺陷和不足显现无疑,迫切需要按照科学发展观、人水和谐相处的原则尽快修订和完善长江流域综合利用规划。

The Yangtze river is the largest river in China with the basin area of 1.8 million km2. With the area of less than 1/5 total area of China, the Yang tz e river basin nurtures 1/3 of the Chinese population, produces 1/3 of total grai n in China, creates 1/3 of GDP in China. The total fresh water in the Yangtze ba sin is 995.8 billion m3 and the exploitable water power is 256 million kW, the n avigation mileage of main stem and its tributaries is 57 thousand km, accounting for 36.5%, 48% and 52.5% of China respectively. The abundant water resources a nd ot her resourc es provide favorable condition for economic development. 《The Brief Report of C o mprehensive Utilization Plan of the Yangtze River Basin》 approved by the State C ouncil in 1990 played active role in the harnessing and protection of the Yangtz e river. But, along with the development of society and economy and deepening of river harnessing understanding, the defects and improprieties in the report eme rged undoubtedly. At present, 《The brief comprehensive utilization plan of the Y angtze river basin》 is urgently required to be revised and perfected as soon as possible in the viewpoint of scientific development and the principle of harmony between human and nature.
