摘要
公款境外赌博多是国家工作人员所为,其成因既有制度上、法律上和管理上的因素,又有社会的、历史的以及境外的因素。作为多因素导致的病态社会问题,其防治则需要综合治理,包括刑法惩治的健全、监管体制的完善、从严治吏的措施,甚至国际间的合作、境外赌博网点的清理等等。
The evils of gambling abroad by defalcating mostly done by national staff member have the speciality of large wager, grave destruction, difficult detection, etc. These are due to both institutional,legislative, supervisory factors and social, historical, overseas factors. Being socially morbid problems caused by numerous factors, the evil deeds need overall prevention and cure, including reinforcing criminal punishment, perfecting supervisory mechanism, clamping clown on official management, enhancing international co-operation, rooting out outside gambling hells, and so on.
