“城市老板”是美国城市社会结构中的特殊群体。19世纪下半叶,在工业化推动下,美国城市化进程加快,大量移民涌入城市。但当时的城市管理体制很不健全,特别是缺乏对外来人口的有效管理。城市政府软弱涣散,造成极大的权力真空,使得熟悉城市事务,和城市移民有天然联系的“城市老板”乘机崛起。他们给外来移民提供一定的帮助,外来移民也为他们提供“选票”支持。正因为“老板”得到了移民的广泛支持,他们才能够在美国政治中崭露头角。

City bosses were a special group in the urban America. In the late of 19th century,with the development of the industrialization, big city rose in the United States. But government didn＇t have enough experience to this city society, the city bosses and their organizations did serve to fulfill important social function that society wouldgrant. But city bosses were a unique urban politicswith the development of city society.not or could not satisfy. Especially for immiphenomenon; they would disappear eventually with the development of city society.
