城镇化进程中被征地农民的社会保障现状及对策分析

Analysis of Problem and Measures to the Land-confiscated Peasants in the Process of Urbanization

分析了我国城镇化进程中被征地农民社会保障中存在的问题,结合浙江、青岛、天津被征地农民社会保障模式的实践,提出从被征地农民社会保障政策制定地区化、社会保障基金化,完善法律制度和公开征地程序,健全被征地农民社会保障体系,并对建立被征地农民社会保障制度的可行性进行了分析。

In the paper the existing problems about the social security system of land - confiscated peasants in the urbanization were analyzed and the practice modes in Zhejiang Province, Qingdao city and Tianjian city as references were used.In order to solve the problems in the social security system of land-confiscated peasants, the governments should establish social security system in terms of the actual situation, set up the social security fund for the land-confiscated peasants, perfect the laws and open the procedure of land confiscation. We analyzed the feasibility of the social security system for the land-confiscated peasants.
