加快智能建筑能耗性能评估体系的建立和相应规范的制订——欧洲议会对建筑物能耗性能指导意见的借鉴

Expediting Constitution of Estimation Systems and Stipulating Rules for Energy Performances of Intelligent Buildings

本文在详细介绍欧洲议会关于建筑物能耗性能指导意见2002/91/EC的基础上提出了加快建立我国的建筑物能耗性能评估体系和制定量化建筑物能耗使用标准的建议,分析了降低建筑物运行能耗的诸种技术因素,据此提出了对全国智能建筑的能耗情况进行统计的方法。同时建议对国内外用于智能建筑的电器和电子产品的效率进行市场准入检测和制订市场准入规范。

The suggestions of expediting constitution of estimation systems and stipulating rules for energy performances of intelligent buildings are presented in this paper based on detail introduction of the Directive of European Parliament and of Council on Energy Performance of Buildings 2002/91/EC. A statistics method on energy consumption of buildings countrywide is suggested in terms of analyzing factors of reducing energy consumption of buildings. The propositions of measuring the performances, energy efficiency of local and imported electrical products and stipulating rule for their market admittance ate also discussed.
