This paper reviews the function of standards in the development of marine hi-tech in our country, introduces the background of technical standard strategy and its status quo at home and abroad. Meanwhile,it analyses the prerequisites, target and process for carrying out the technical standard strategy. Furthermore, it presents procedures for standard setting and gives relative suggestions and countermeasures.
