摘要
学界对塔夫特-桂太郎备忘录的已有探讨多集中于美日双边关系层面,绝少论及它对中国的影响,也没有专门探究罗斯福本人于其中扮演的角色。事实上,备忘录完全代表了罗斯福的真实想法,反映了罗斯福的远东战略。为了保障美国在菲律宾的利益,罗斯福不惜纵容日本侵略朝鲜,引导日本北进牵制俄国,从而严重威胁了中国东北的安全。
As to the studies of the Taft-Katsura Memorandum, so far scholars mainly have focused on the bilateral relationship between America and Japan, paying less attention to its effect on China as well as Roosevelt's role in it. In fact,the Memorandum wholly represents Roosevelt's real idea and Far Eastern strategy. In order to protect America's interests in Philippines, Roosevelt did not hesitate to connive Japanese aggression toward Korea, led Japan northwards to check Russia, which seriously threatened northeast China.
