城市社区参与动力缺失原因探源

On the Cause of Motivation Lack of Rural Community Participation

社区发展的内源性决定了其最终动力来自社区居民的广泛参与。我国城市居民社区参与意识淡漠,根源在于动力缺失。一是单位制度消解了凝聚社区居民的共同利益,二是居委会的行政化以及由此而来的自治功能的缺位贬损了居委会在居民心中的合法性,三是动员型参与制约了居民社区参与的积极性,四是传统制度孕育的臣民意识和“私民”意识影响了居民社区参与的主动性和价值取向。

The source internalization of the community development determines that its ultimate motive lies in the extensive participation of the residents. The lack of motivation leads to the indifference of residents＇ participation consciousness. The causes are as follows： firstly, the unit removes the mutual benefits which integrate the community residents; secondly, the administrative system and the corresponding lack of automatic function degrade the legality of community committee in residents＇ heart; thirdly, mobilized participation restrains the initiative of their participation; fourthly, the consciousness of subject in traditional system and the “privateness” consciousness influence residents＇ initiative and value orientation.
