摘要
一国技术引进的最终目的,在于通过引进技术与模仿,建立技术创新机制。一国研发体制是技术引进与消化吸收以及创新的基础,决定了一国从技术引进到消化吸收及创新的时滞,本文首先测算技术引进、技术吸收到技术创新的时滞,然后从多方面对技术引进创新时滞产生的原因作了分析,并在此基础上提出加大科教投入、优化研发资源的配置和加快国企改革等缩短时滞的对策。
To a country, the purpose of technology importing is to build the technology innovation mechanism. The level of R＆D determines the time from technology importing to technology digest and innovation. This paper first calculates the time lag of technology innovation after technology importing and digesting, then analyses the reasons from different aspects. Finally, this paper focuses on the countmeasures of shortening the time lag, including reforming the NOE, increasing the input to science and education,etc .
